An earlier decentralized model under one CIO gave way to a concerted multi-year effort under the subsequent CIO to centralize IT functions, aiming for standardization and control but potentially creating distance from the specific needs of the OGs.

The Client’s IT Mission: Build an IT function to work with the operating groups to constantly align business needs with technology capabilities, maximizing the performance within and across operating groups, and driving organizational priorities.
The Client’s IT Strategic Vision: The client’s IT must evolve its technology capabilities to act as a true business enabler, driving growth and enabling revenue opportunities. By building a strong foundation and aligning business priorities to IT initiatives, the client can transform IT from a function done for the Operating Groups instead of to the Operating Groups.
Key components of the Federated IT vision included:
Simple Core IT & CCD Framework: Central (“Core”) IT would focus on foundational, enterprise-wide services (e.g., network, security, master data, core platforms) and standards, ensuring efficiency, security, and interoperability. Technologies shared by some OGs (“Common”) and those unique to a single OG (“Differentiated”) would receive appropriate levels of central support versus OG management, allowing OGs autonomy where needed. This Core/Common/Differentiated (CCD) segmentation ensures resources align with business needs efficiently.
Rebranding and Service Orientation: Shifting the perception of Corporate IT by focusing on service excellence, transparency, and partnership. Key elements included implementing a clear Service Catalog and adopting a user-centric viewpoint to rebuild trust and demonstrate value.
Strengthening the Secure Foundation: Continuing the maturation of cybersecurity capabilities, extending protection to factory floor (OT) environments and product security, fostering a security-aware culture (“a lifestyle, not a project”), and implementing tools like Data Loss Prevention (DLP).
Advancing the Digital Thread and Innovation: Leveraging data as a strategic asset by creating a seamless flow of information across the enterprise (“Digital Thread“). This includes maturing connectivity, utilizing IoT data, and establishing a foundation for future AI and advanced analytics deployment to drive smarter decisions and operational efficiency. Corporate IT would also act to incubate innovation.
Modernizing Foundational Platforms: Addressing critical platform initiatives (e.g., paused SAP program, disparate CRM instances, PLM program completion) to ensure robust, reliable core systems support business operations effectively. Accountability for platform success would be shared between Corporate IT and the OGs.
Execution Excellence and Governance: Overhauling the program and project management function to instill discipline, focus on value, and ensure reliable delivery (“no substitute for discipline, straight talk, and a focus on value”). A key enabler is the Project Review Committee (PRC), a multi-disciplinary group (IT, OGs, Finance, etc.) responsible for gated funding and rigorous oversight of major initiatives, ensuring alignment with business objectives and eliminating low-impact projects. An Architectural Review Board (ARB) would ensure technology standards.
Clear Guiding Principles: Establishing explicit principles focused on customer collaboration, value, accountability, transparency, and enabling business growth.
